While the production cost of photovoltaic electricity decreases rapidly for several years, according to the SER-SOLER, this dynamic should make possible the in situ production which is less expensive than electricity from the grid.

Also, in order to anticipate the spontaneous development of consumption among end customers (when the PV is competitive with retail electricity distributed), SER-SOLER recommends putting in place a mechanism to support the consumption in an experimental phase of a three-year, parallel support mechanisms currently in force, and without this initiative replacing them.

This experimental phase would aim to anticipate and resolve upstream issues that arise during the natural development of consumption, including:

integration of photovoltaic power consumed on the network in terms of energy and power, and definition of system associated services;
the development of management models of demand and production segments based power involved and the nature of sites equipped;
electrical safety stakeholders and end-users;
the acquisition of knowledge and the construction of references to export position in a growing market;
risk management in financing these new projects;
the resolution of legal issues regarding the purchase/sale of energy by private agreement.

SER-SOLER proposes that the volumes dedicated to this experiment totaled 300 MW per year for three years, spread across all segments of power.

These volumes would be added to the multi-annual programming tenders that SER-SOLER considers it essential to implement in order to give maximum visibility to the industry: 1000 MW per year for three years minimum.

Sites listed in priority experimentation should be those in the industrial and tertiary sector on the one hand, for which there may be a match “natural” consumption curves and photovoltaic production, and residential built-in “urban blocks “under development on the other.

The payback will therefore linked to the lower consumption of the network and the sale of surplus economy.

With particular regard to the DOM, SER-SOLER recommends the establishment of an emergency mechanism premium consumption activities which include energy management, storage and network service. SER-SOLER DOM application that can benefit from this emergency measure over a period of three years to refine the proposed model. Photovoltaic consumption

Consumption by photovoltaic means the possibility for any type of consumer / producer of electricity to connect a photovoltaic installation, sized as needed or only its electrical installation is in a mode of communication from the electrical system and the network by local fluctuations of the production and in situ consumption.

The objective of the PV system is therefore to answer, either on its own consumption or for the consumption of one or more selected sites in its vicinity, that produce and sell all for the network. Surplus electricity continues to be injected into the local network, this production may be recovered in several ways.

This includes any type of consumer and any segment of the PV market.

It also includes any type of system connection, the connection to the public network facility directly connected to a private network through the facilities connected to the consumer through a dedicated line.

Note that a photovoltaic system that meets this definition need not be owned by the consumer, it may belong to another actor bound contractually to the consumer. Any type of producer / consumer can register in this context, from residential to industrial through the service.

Any type of application PV can also be involved, integrated facilities for buildings to ground stations through facilities superimposed. The central element of the definition is the strong link between the design of the PV system and its daily production ranges with electric or consumer need.

The logic of consumption is not seeking independence but rather to enroll in the local network infrastructure combining photovoltaic generation, intelligent demand management and storage. This guidance therefore puts forward a multitude of situations in which consumption is associated with a multitude of possible business models.
